A NEW development application has been submitted for the Baboon Point heritage site at Elands Bay – the province’s first formally declared heritage site, and one of the most important heritage conservation areas in Africa.
Part of this rocky promontory at the southern end of the West Coast fishing village contains a unique, unbroken record of more than 100 000 years of human habitation.
However, much of the property within the boundaries is privately owned, and the owner – Midnight Storm – submitted a new development application there last month, after its previous attempt to get permission to build 90 houses there failed."

Heritage Officer: Archaeology - Job Advert Eastern Cape
EASTERN PROVINCIAL HERITAGE RESOURCES AUTHORITY (ECPHRA)
The Eastern Cape Provincial Heritage Resources Authority is a statutory body established in terms of the National
Heritage Resources Act (No. 25 of 1999) for the purpose of identifying, managing, conserving and promoting the heritage
resources in the Province of the Eastern Cape within the provisions of the Act. ECPHRA is seeking the services of an
energetic, committed and a suitable qualified individual to fill the following position:
Heritage Officer: Archaeology
Salary: All- inclusive salary package of R238 622.49 per annum and a 13th cheque.
Education and Qualification requirements: Honours Degree in Archaeology, a candidate with a Masters Degree will
be given a first preference. At least 1 year post university experience in Archaeology and palaeontology related work.
Main Purpose: To assist the ECPHRA Manager in the identification, assessment, conservation and management of
archaeological and other heritage resources in the province. The Officer will be mainly responsible for Heritage Impact
Assessment (HIA) processes and this includes documentation and review of Notification of Intention to develop;
Background Information Documents; Environmental Management Plans; Archaeological Impact; Assessment reports;
Paleontological Impact Assessment reports. The Officer will document and process permit applications for archaeological
and paleontological material and meteorites, with the assistance of a permit committee.
Job Objectives: Heritage Impact Assessment. To document incoming NIDs, BIDs, BARs, EMPs, HIAs (including AIAs
and PIAs). To review the assessment reports (NIDs, BIDs, BARs, EMPs, HIAs to ensure that the set standards are adhered
to as described by the NHRA. Some of these may be done with the assistance of the permit committee. To create a
record of decision or review comment and communicate the findings of the assessment to the consultants and relevant
stakeholders. To monitor developments for compliance to conditions as may be set in the review comment or record of
decision. To partake in negotiations with stakeholders with regard to problems involving heritage conservation in order
to ensure that mitigation measures are favourable for both parties. To promote Heritage awareness to all stakeholders to
ensure the effective management of the heritage resources.
Permitting of archaeology, palaeontology and meteorites. To document and manage incoming applications to
facilitate compliance with the NHRA, ECPHRA policy and set standards. To accurately summarise the key elements of the
permit applications in order to circulate to the permit committee for review and counsel. To accurately issue all approved
permit applications and communicate conditions set by permitting committee and ECPHRA to the applicant. To critically
review the permit reports submitted to ensure that there is progress made by successful applicants on activities related
to the permit issued. The Officer will also coordinate and facilitate the Archaeology, Palaeontology and Meteorites Permit
Committee meetings.
Job Related Skills and Knowledge: Verbal and written communication skills; Presentation skills; Negotiations skills;
Knowledge of the National Heritage Resources Act and other heritage related Acts
Other requirements:
The incumbent must also be in possession of a code 08 driving licence.
